For the time being I'm assuming that either Ene's sacrifice works out or something else happens. It seems pretty likely given how many random deaths there have been between votes.
So it's a math problem.

On the one hand: Someone who isn't Frank dies times the chance that someone, who would have feared the petition, votes for Frank.
On the other hand: People think bad things about the presence of people who wrote the petition, times the chance that they act on those bad thoughts and maybe some of us even die.
This other hand is also where "what Jumpei says about a spite vote" would go. And, yeah, Jumpei, you have a point, that would be really bad.
